Abandoned Vehicle Removal Program

VEHICLE1The Matanuska-Susitna Borough has two Abandoned / Junk Vehicle Programs to make it convenient for vehicle and property owners to remove unwanted or “junk vehicles".

Self Tow / $30 Program - This program is intended for vehicle and/or property owners who have the means to transport their unwanted vehicle to Central Landfill.

Borough Tow / $100 Program - This program is intended for vehicle and/or property owners who wish the vehicle be removed by the Borough. (The Borough coordinates with a local towing contractor). Unwanted and/or junk vehicles(s) must be accessible. Vehicles will be removed in a timely manner with consideration of weather and property location.

 

 

If you want to participate in one of these programs please follow these simple steps:

  • Print Abandoned Vehicle Removal Form
  • Obtain vehicle title (if you are vehicle Owner)
  • Obtain your Matanuska-Susitna Borough Tax assessment or your mortgage (Only needed to fill out Vehicle Removal Form)
  • Contact the Matanuska-Susitna Borough Abandoned Vehicle Coordinator at 746-2823.

Abandoned Vehicles within a Public Right-of-Way or on Borough Land

 

A vehicle which has been left unattended, standing or parked within a public right-of-way or on land owned by or controlled by the Borough in excess of 72 hours without the consent of the borough is presumed to be abandoned. If the vehicle creates an immediate hazard to the public, it can be removed immediately.
An abandoned vehicle comes under the jurisdiction of the Public Works Department, VEHICLE3Solid Waste Division when it is located in the Borough right-of-way or area used for movement or parking of vehicles as per MSB Code 10.12. The Borough may remove or have removed an abandoned vehicle to place of storage.

When a call is received, or notification given, that a vehicle has been abandoned on the Matanuska-Susitna Borough's public right-of-way or lands, the Abandoned Vehicle Coordinator tags the vehicle with an Impound Notice recording the vehicle description, license plate number, and vehicle identification number if possible. This information will be on file at the Solid Waste Division Office.

After a minimum of 72 hours, Matanuska-Susitna Borough staff will contact the towing contractor for the vehicle's removal and storage. When the vehicle creates a serious traffic hazard, removal may be immediate.

Notification will be sent by certified mail, return receipt requested, to the vehicle owner of record and to any lien holder within 30 days of receiving and storing the impounded vehicle. The letter will state the grounds for removal and the place of impoundment of the vehicle. If the vehicle is not registered in the state, or the name and address of the registered or legal owner or lien holder cannot be ascertained, notice will also be given by publication in a manner prescribed in the rules of court for service of process by publication.

A person who presents satisfactory proof or right to possession of the abandoned vehicle may redeem the vehicle at any time before auction of the vehicle by paying the charges of towing, storage, notice, other costs of impoundment, and any applicable penalty imposed by law.

Title to an impounded vehicle not reclaimed by the registered owner, any lien holder, or other person entitled to possession within 30 days from the notice given to the owner under this chapter vests with the borough, subject only to any storage or towing fees, lien rights.

Vehicles NOT reclaimed by the lawful owner within 30 days of notification are generally disposed of by either being crushed and the metal recycled OR by sale at public auction. A notice of public auction will appear in a newspaper of general circulation in the borough. Any vehicle sold through auction shall be registered and titled by the State of Alaska or, if the vehicle is inoperative, the new owner information will be reported to the State of Alaska as well. Even if the impounded vehicle is sold by auction or crushed, the Borough may initiate a civil action against the person considered responsible for the abandonment and recover costs exceeding receipts for disposal of the vehicle.
