Road access to Subdivided Property

Question: I want to subdivide property. Does the road providing access to the proposed subdivision meet Borough specifications?

  • Answer: Road classifications and specifications are found in the Matanuska- Susitna Borough Public Works Department's Subdivision Construction Manual. At this time the Department of Public Works does not have a road inventory describing the conditions of all roads located within the Borough. The developer should retain a civil engineer to inspect and evaluate the road providing access to a proposed subdivision.

Answer: Section line easement existence and widths vary. A registered land surveyor can perform the research necessary to verify section line easements and widths.

From the Contractor, How do I get Paid?

Question: How do I get paid? How long will it take to get a check?

  • Answer: Submit an invoice to the Accounts Payable Division of the Mat Su Borough at 350 East Dahlia in Palmer. It generally takes two to four weeks to process a payment request.

  • Answer: A Title Search must be performed by a Title Company to recover all Easements and Encumbrances of record affecting the property.
How are projects prioritized for funding?

 

Question:   How are projects prioritized for funding?

  • Answer:  We use a system called Facility Investment Metric, or FIM, where we evaluate the building's components based upon its impact to the operational mission of the occupants. During the evaluation, we rate the systems by assessing a category code of Critical, Degraded, or Minimal. Here is this information depicted in table format:

  • Of course, the highest priority for funding would be those items that fall within the Critical (or Red) criteria. Next, would be those items that fall into the Degraded (or Yellow) category, and then onto those items that fall into the Minimal (or Green) category. The stop light designation allows us a quick-look glimpse at the overall rating of the facility's system. After the condition of facilities and infrastructure is determined, the requirements are programmed into comprehensive or long-range plans and we then seek funding.

  • Answer: Section Line Easements must be researched at the BLM Information Office in the Federal Building at 7 th & C Street in Anchorage . Vacation of any Section Line Easements may be researched at the Borough Platting Office.

Question: Is there a public easement to a parcel of land I am interested in buying?

  • Answer: A title search must be done on each parcel of land to verify if and where a public easement may be located and to verify connectivity to the parcel in question.

 

How do I get my road Paved?

Question: How do I get my road paved?

  • Answer: There are a couple of ways depending on the type of road. For internal subdivision type roads the only way is to form an LID (Local Improvement District) where the residents pay 50% of the cost. This process is initiated by contacting the borough's LID coordinator.
  • For collector type roads that serve more than one subdivision a person can petition to have the road considered for inclusion in the capital improvement program. This is done by contacting the RSA supervisor or Public Works O & M. The road will be evaluated on several criteria such as current traffic volume, potential usage and is the road ready to pave or will it require expensive upgrades.
