Project Scope:

The Goose Creek Correctional Center is a new, $240 million, 1,536 bed medium-security correctional center for long-term male felony offenders. The new facility will be constructed on a 330-acre tract located at the intersection of Point MacKenzie Road and Alsop Road, approximately nine miles from Port MacKenzie. The project is a joint effort between the Matanuska-Susitna Borough and the State of Alaska Department of Corrections.

This is one of the largest vertical construction projects that's ever taken place in Alaska. It's like building an entire university campus at once.

Goose Creek Correctional Center will include 430,000 SF of buildings on a 135-acre cleared compound. The compound will have five separate buildings; the two largest buildings will be general housing units and a program supports building. Neeser Construction, Inc. was selected as the Design-Build team, and the project is currently in the Design Development process.

Project Update:

Design Complete. Neeser Construction, Inc. (NCI) has completed the Construction Documents (CDs) and received final building permits for all five buildings: Outside Administration, Warehouse, Vehicle Maintenance, Support/Visitation and General Housing. Design of the recreation yard Field House is complete.

Construction Progress. All buildings except General Housing are enclosed and weather-tight with all interior walls installed. Painting is essentially complete in the three exterior perimeter buildings.

  • Support/Visitation: Electrical/mechanical rough-in, door and window frames, doors, insulation and gypsum wall board (GWB) are in process. Kitchen and laundry equipment are being installed. Acoustical ceilings are being installed in SV1 and SV2. Kitchen flooring has begun. The Contractor is installing finish trim for mechanical, electrical and plumbing (MEP), working from north to south.
  • Outside Administration: Electrical/mechanical finish trim continues. Elevator installation, Entry Control Officer Room block work, and ceramic tile for restrooms and locker room areas are done. Stone tile is in process on the first floor. Acoustical ceilings are in process on the first and second floors. Control Room window frames are installed.
  • Warehouse: Windows, overhead doors and electrical rough-in are complete. Most mechanical rough-in is complete. Installation of the refrigerator and freezer are complete with only MEP connections remaining. MEP finish trim and light fixture installations are in process. Installation of Central Storage pallet racks is about 90% complete. Concrete floor sealing is about 75% complete. Loading dock concrete work and weather seals are complete.
  • Vehicle Maintenance: Electrical/mechanical rough-in, and fiberglass reinforced paneling (FRP) are complete. The stand-by generator final connections are in process. MEP finish work is underway, working from the Generator Room south. The main complex switchgear is complete in the generator rooms.
  • General Housing: NCI is working south to north on the five housing units. Underground utilities, installation of spread footings and the main concrete slabs are complete. Insulated concrete sandwich panels are complete with about 95% tilted in place. Steel roof trusses and light monitors are erected through H3. Recreation area steel is erected. Roof decking is installed from H1 through H3 with the Recreation area in process. CMU block work in the H1 central area is about 80% complete and concrete cell walls are complete on the first level. The south mezzanine floor is poured. H2 CMU block work is in process, south concrete cell walls are poured and north wall form work is placed. Four H3 cell walls were poured.

SiteworkGrading for the perimeter road is in process. SW and SE vehicle sally port posts and foundations are complete. The Field House septic system was installed.

Infrastructure. A Request For (letter of) Interest regarding a potential Co-gen plant was issued near the end of the month. In the event a project is feasible, it is anticipated the State would issue a Design-Build-Own-Operate-Finance RFP.

The project is 58% complete and on schedule.

The daily average NCI construction crew count for the month of July was 278, up from 273 in June.

Upcoming Activities

August 2010:

  • Continue Support/Visitation interior finishes. Complete majority of finish trim-out for MEP in SV1.

  • Continue interior finishes at Outside Administration. Complete ceiling tile installation.

  • Continue interior finishes at the Warehouse. Complete pallet storage racking.

  • Continue interior finishes at Vehicle Maintenance. Complete office area build-up.

  • Continue General Housing cell walls, CMU block, mezzanine floors, structural steel and roofing. Complete Roofing through Recreation area.

  • Water/Wastewater Facility - Continue water and sewer concrete. Finish waterline and wellfield piping.

  • Receive Letters of Interest for potential Co-gen Facility.
