Resource Manual

This resource manual contains general resource information for emergency services, law enforcement, and medical services within the Borough.

Those organizations/businesses listed in this guide are under no obligation to make their resources available. They made the information available in an effort to facilitate the coordination of efforts during any emergency event, and it is to be used only in that capacity.

This section also lists additional planning, training, and response resources available from outside agencies and organizations. For information on managing resources and volunteers, see Part 3, Annex F of this EOP - Resource Management.

Description:

The Department of Emergency Services provides fire, emergency medical services, rescue, animal control, disaster planning and response, and emergency communications to the borough. The department serves as the lead agency in coordinating disaster response within the borough and works closely with the three cities, Chickaloon Village Traditional Council, state and federal agencies, and many private agencies and businesses to plan for emergencies occurring within the borough. The department also has a close working relationship with the Alaska Division of Forestry through its annual cooperative agreement to respond to wild land fires.

Emergency medical services (EMS) are provided in the Mat-Su Borough by five emergency service districts which operate under the direction of a district chief, appointed by the Borough Manager. The Mat-Su Borough operates a state-certified Advanced Life Support (ALS) ambulance service and provides both basic and advanced life support to citizens and visitors in the area. They also provide an ALS transport service between medical facilities.

Rescue services in the borough are operationally aligned primarily with fire departments or ambulance services. The primary focus of rescue services at this time is extrication of patients from accidents involving automobiles on the road system. Other disciplines rescue has been expected to address are water-related rescues, including ice, water, mud, river, and low angle (embankments, hillsides) rescues and off road response to patients via snowmachine or ATV. Most rescue personnel must be at least ETT qualified.

Fire service is provided by specific service areas in the Mat-Su Borough. There are eight service areas: Sutton, Butte, Greater Palmer, Wasilla-Lakes, Meadow Lakes, Big Lake, Willow, and Talkeetna. The cities of Palmer and Houston have separate city operated and funded services. All stations have generators in place, either hard-wired or ready to plug in. They are either diesel or gas-powered.

Animal control in the borough is a non-area wide power with services provided outside of the three cities primarily along the road system of the borough. They also provide enforcement of the Wasilla Title 12, Animal Control, through a contractual agreement. Services are provided from a central location at the shelter located on Moffit Drive next to the borough landfill. The Mat-Su Borough Animal Care & Regulation section is aligned under the Borough Administration Department.

Description:

Houston Fire Department operates under a volunteer chief and is staffed by approximately 18 volunteers. Capabilities include structural and wild land fire fighting, utilizing a fire engine, two tankers, and a rescue truck. They cooperate with surrounding fire services to offer mutual aid for a variety of incident responses. The fire service is provided by the City of Houston.

Description:

Palmer Emergency Services operates out of 6 stations.

  • Station 3-1 is located at 717 S. Cobb St (downtown Palmer).
  • Station 3-2 is located3 miles north of Palmer @ 5955 N Glenn Hwy (Mile 51).
  • Station 3-3 is located at 15855 E. Clark Rd (Lazy Mountain).

Description:

The armory houses a variety of disaster supplies, including heated tents, night vision equipment, sand bags, trucks and communication equipment. It also has a facility capable of housing and feeding 200-250 people. The National Guard's response is coordinated and directed by the Division of Homeland Security and Emergency Management.

Description:

This office is responsible for fire protection of approximately 14.5 million acres from Girdwood to the south, to the Alaska Range on the north, from Rainy Pass on the west to the Talkeetna Mountains on the east. The district's forest management, logistical support, and dispatch are located at the Mat-Su Forestry office. Helitack and engines provide initial attack for the area and the air tanker base supports initial attack statewide.

This office is able to interface easily with Alaska Fire Service, located in Fairbanks and subsequently with the National Interagency Fire Center, in Boise, Idaho. Resource orders are filled within 1 day with Northern Air Cargo available (out of Anchorage), for transports over 8,000 pounds. Division of Forestry's warehouse is located next to Palmer's paved airstrip for full service deliveries.

During non-emergency times, resources available on site year-round include a cache to support 400 people in the field, a "food van" for 150 people (ready for road travel), 140 king radios, 100 Mark III pumps and 150 Mark 26 pumps. Numerous tools and supplies are also available. The Division of Forestry maintains a motor pool of a minimum of 20 vehicles that include cars, passenger vans, and pick-up trucks.

Description:

The Alaska Railroad Corporation regularly handles and transports hazardous materials and is fully equipped with specialized personnel and equipment for emergency response. SOPs for not only hazmat incidents but also any other type of disaster make ARRC's statewide resources available, at first notice of need. A large manpower asset, along with innovative response techniques makes ARRC a valuable resource for disaster mitigation and response. The rail system is a potential avenue for vehicular transportation, should regular road systems become impassable. ARRC has bulldozers, heavyweight capacity cranes, graders and loaders that can be mobilized. In addition, ARRC has its own communication system, complete with repeaters. They are interfaced with the State of Alaska's network (ALMR); each system providing backup for the other, should there be a problem with individual communication systems.

The Mat-Su Borough Emergency Services Resource List contains detailed information about the resources and capabilities available for fire, EMS, and rescue. The list is updated is updated at least quarterly. Copies are distributed to all fire chiefs. Hard copies are available in the EOC and can also be found electronically on the borough common drive.

Alaska State Troopers "B" Detachment

The "B" Detachment of the Alaska State Troopers is located primarily in the South Central Alaska. The patrol area borders the Municipality of Anchorage, the Kenai Peninsula Borough, the Denali Borough and the Canadian Border. A large portion of B Detachment is encompassed by the Matanuska-Susitna Borough.

B Detachment's authorized personnel resources consist of 48 Commissioned Alaska State Troopers, 7 Court Service Officers and 12 civilian employees.

The detachment covers approximately 52,465 square miles of territory. The area also includes mountain ranges and valleys, glaciers, rivers and lakes, wetlands, tundra and boreal forests that fall within portions of the Alaska Range, Chugach, Wrangell-St. Elias ranges and the national parks and virtually the entire Talkeetna and Clearwater Ranges. In addition, the detachment covers the Copper River Valley surrounding Glennallen and parts of the Prince William Sound.

The detachment is responsible for 2,845 road miles within the detachment boundaries to include highways and other public roadways. This does not take into consideration the vast number of trails that crisscross the detachment and are utilized by recreational traffic year round.

Personnel from Palmer Post and Mat-Su West Post cover the same geographical area, from mile 29 to 110 of the Glenn Highway and also from mile 35 to mile 60 of the Parks Highway. Both Posts provide direct services to the general public such as sex offender registration and criminal background checks to name a few. State Troopers at Mat-Su West Post share the building with Alaska Wildlife Troopers and investigators with the Alaska Bureau of Investigations. Troopers at Palmer Post share the building with investigators with the Alaska Bureau of Investigations and some Judicial Services Unit personnel. Three city police departments (Palmer Police, Wasilla Police and Houston Police) operate within the boundaries of these two posts. Troopers assigned to these posts spend the majority of their time responding to calls for service. These calls include, reports of domestic violence, emergency 911 calls, traffic collisions, assaults, search and rescue missions and as time permits, conducting traffic enforcement efforts. Both Posts have State Troopers who perform as Field Training Officer's (FTOs), during the intense 15-week program when new recruits arrive after their graduation from the Public Safety Academy. These FTOs ride along with State Trooper Recruits, documenting daily their training and performance.

Glennallen Post is responsible for mile 110 to mile 187 of the Glenn Highway as well as 186 miles north of the City of Valdez on the Richardson Highway and the Tok Cutoff to mile 63 (Nebesna Road). Glennallen State Troopers also are responsible for primary law enforcement response to Tatitlek and for support and backup of Alaska Wildlife Troopers stationed in Valdez and Cordova when requested. The Glennallen Post is shared with Alaska Wildlife Troopers stationed there. State Troopers assigned to this post spend the majority of their time responding to calls for service from the public. These calls include, reports of domestic violence, emergency 911 calls, traffic collisions, assaults, search and rescue missions, and as time permits conducting traffic enforcement efforts. Glennallen has a large area which many Alaskans and tourists use for recreation, from hunting and fishing to hiking, snowmachining and off-road vehicle use. Glennallen troopers also oversee Village Public Safety Officers who are assigned to various communities in the region during the year. Troopers also conduct prisoner transportation to and from the Glennallen Court building and serving criminal and civil process issued by the resident Glennallen Magistrate.

The Talkeetna Post is responsible from miles 60 to 147.5 of the Parks Highway This area is shared with the Houston Police Department from miles 51 to 60. The Talkeetna Post is shared with Alaska Wildlife Troopers. AST assigned to this post spend the majority of their time responding to calls for service. These calls include, reports of domestic violence, emergency 911 calls, traffic collisions, assaults, search and rescue missions and as time permits, conducting traffic enforcement efforts. Talkeetna has a large area that many Alaskan's and tourists use for recreation, from hunting and fishing to boating, snowmachining and off-road vehicle use.

There are approximately 675 inmates currently housed in the three Department of Corrections institutions that are located within B Detachment - the Mat-Su Pre-Trial Facility in the City of Palmer; the Palmer Correctional Center near Sutton; and Point MacKenzie Correctional Farm located near the end of Point MacKenzie. The Palmer Correctional Center is undergoing modifications, which by the end of the summer will add approximately 70 more beds with future growth planned after that if needed. A fourth DOC institution is slated for ground breaking this spring, also in the Point MacKenzie area. It is anticipated to hold 1,500 inmates and would increase the current inmate population within the detachment by more than 300 percent.

Correctional institutions not only rely upon B Detachment for support for moving prisoners to and from court, but for response and investigation of criminal conduct involving visitors, inmates and staff, in conducting death investigations of inmates, as well as the investigation into the smuggling of contraband and the escape of prisoners.

"B" Detachment has no dispatchers. Dispatch Services are contracted to the City of Wasilla Police Department.

"B" Detachment no longer has any aircraft, boats or ATV's. We do have 4 snowmachines and two small motorcycles.

We have a total of 41 patrol vehicles, 11 SUV's , 7 Prisoner Transport Vans, 1 SERT Response Van.

Our field personnel all have issued handheld GPS units, cellular telephones and are trained in Basic First Aid.

Our field personnel all have issued portable radios which are ALMR compliant. AST frequencies have controlled access.

The City of Palmer Department of Public Safety consists of the Palmer Police Department (PPD) and Palmer Emergency Services (PES). PPD has a Police Chief, and PES has a Fire Chief. Both answer to the Director of the City of Palmer Department of Public Safety. Description:

The Wasilla Police Department (WPD) is a department of the City of Wasilla with a chief, 23 commissioned officers 23 officers, 3 non-commissioned enforcement personnel, and 10 non-commissioned volunteer reserve officers, and a dispatch staff of 22 (Matcom). Matcom also provides dispatch services for the Alaska State Troopers. The police chief is considered a city department head and reports directly to the mayor.

Description:

The Mat-Su Borough Public Works Department is composed of three divisions: engineering, project management, and operations and maintenance, run by 41 full time paid staff. Responsibilities entail the design, construction, management and maintenance of the Mat-Su Borough's roads, schools, landfills, and other public infrastructure. The Public Works Director reports directly to the Borough Manager and supports operations under the Mat-Su Borough's Emergency Operations Center.

The Public Works Department owns very little equipment, however a tremendous amount is under contract to the Mat-Su Borough for road maintenance and landfill operations. This equipment could be obtained, if necessary, for disaster mitigation or emergency response.

Description:

ADOTPF includes a maintenance and operations division. A superintendent oversees a staff of approximately 31 employees and 6 contractors at 12 airports and 5 maintenance & operations stations. Equipment resources include dump trucks, graders, loaders, bulldozers, backhoes, sanders, snowplows, and sweepers. Most equipment has a VHF radio or cellular phone. The airport and highway maintenance department will work cooperatively with the Public Works Branch in the Operations Section of the Mat-Su Incident Management Team.

Oil Spill and Hazardous Materials Response Resources

Oil spill and hazmat response resources are not typically maintained by local governments. However, there may be equipment available locally that is owned by other entities (state or federal government or spill response organizations, or private entities), which may be accessed through mutual aid agreements or similar arrangements.

Cook Inlet Spill Preparation & Response, Inc. (CISPRI)

Description:

Cook Inlet Spill Preparation & Response, Inc. (CISPRI) is a Tier 3 Oil Spill Removal Organization (OSRO) for both vessels and facilities in Cook Inlet and the Gulf of Alaska under U. S. Coast Guard OSRO Guidelines, and is registered as a Primary Response Action Contractor with the State of Alaska. As such, CISPRI has a substantial amount of oil spill response equipment in caches around Cook Inlet, primarily in Nikiski, Anchorage, Homer, and at the Drift River terminal. Inventories at each site generally contain oil containment boom, oil-skimming systems, storage containers for recovered oil, and necessary support equipment. CISPRI also has the equipment to conduct dispersant application and in-situ burning. Inventory amounts are not static and are changed as necessary to meeting CISPRI's training, preventive maintenance, and renewal programs. Alaska Chadux Corporation

Description:

Alaska Chadux Corporation is an Alaska state-approved Primary Response Action Contractor (PRAC) and USCG-approved Oil Spill Removal Organization (OSRO). Chadux maintains an inventory of oil spill response equipment in various locations statewide, including Anchorage, Nikiski, and Seward. The Alaska Railroad Corporation

Description:

The Alaska Railroad Corporation maintains an oil spill response plan and spill response equipment to respond to a spill from the railroad.

The following tables provide an abridged listing of private contractors that may be available to support emergency response or recovery operations in the Mat-Su Borough. This information was derived from the Resources List database which is maintained by the Mat-Su Borough and contains significantly more information than is reprinted here. Whenever possible the Resource List database should be used as a primary information source.

There are also a number of restaurants in the Mat-Su Borough, as well as fast food and takeout restaurants. Most do not seat more than 50 diners at one time. However, restaurants may also be used to provide bag lunches for field workers or as an alternate dining facility for IMT personnel and/or evacuees.
